歐洲企業(yè)抱怨難以競(jìng)標(biāo)中國(guó)政府采購(gòu)項(xiàng)目(雙語(yǔ))

  European companies are being unfairly shut out of much of China's huge market for public procurement worth around $1 trillion, or 20% of the economy, according to a study by the European Union Chamber of Commerce in China, which echoed previous complaints by foreign firms.

  根據(jù)中國(guó)歐盟商會(huì)(European Union Chamber of Commerce in China)的一項(xiàng)研究,歐洲企業(yè)正被不公平地拒之于中國(guó)巨大的政府采購(gòu)市場(chǎng)之外。這個(gè)市場(chǎng)規(guī)模約1萬(wàn)億美元,相當(dāng)于中國(guó)經(jīng)濟(jì)的20%。之前外資公司也抱怨過(guò)這種現(xiàn)象。

  In the study released on Wednesday, the chamber complained that regulations surrounding bidding for public projects were "fragmented, inconsistent, and unevenly implemented."

  在周三發(fā)布的這份研究報(bào)告中,中國(guó)歐盟商會(huì)抱怨說(shuō),政府項(xiàng)目的投標(biāo)規(guī)定“分散化、前后矛盾且執(zhí)行不均衡”。

  China's leaders have repeatedly assured foreign trade groups of equal treatment for their companies, and the chairman of the EU Chamber's public-procurement working group said progress has been made but that many of the challenges stem from the central government struggling to implement bidding regulations nationwide.

  中國(guó)領(lǐng)導(dǎo)人再三對(duì)外國(guó)貿(mào)易組織保證會(huì)平等對(duì)待外資公司,歐盟商會(huì)政府采購(gòu)工作組主席范克高夫(Gilbert van Kerckhove)也說(shuō),已經(jīng)取得了一些進(jìn)展,但許多困難來(lái)自力圖在全國(guó)范圍內(nèi)實(shí)施投標(biāo)規(guī)定的中央政府。

  They should have better implementation,' said Gilbert van Kerckhove.

  范克高夫說(shuō),他們應(yīng)該更好地貫徹這些規(guī)定。

  We are not naive. We know at times there are going to be protectionist measures, but this has nothing really to do with China's bidding law.

  他說(shuō),我們沒(méi)那么天真,我們知道時(shí)不時(shí)會(huì)有保護(hù)主義措施,但這真的和中國(guó)的投標(biāo)法律毫無(wú)關(guān)系。

  The European Union's top trade official said last year he would propose legislation in 2011 to try to force China to give European companies greater access to bid for public contracts. European leaders also demanded better access to public infrastructure projects during a meeting last year with Chinese Premier Wen Jiabao.

  China is among the world's largest public procurement markets. The EU Chamber of Commerce report said that under China's economic stimulus plan in 2009 the government spent some 68% of gross domestic product on fixed-asset investment, much of it on projects like roads and railways involving public procurement.

  中國(guó)是世界最大的政府采購(gòu)市場(chǎng)之一。歐盟商會(huì)這份報(bào)告說(shuō),按照中國(guó)2009年的經(jīng)濟(jì)刺激計(jì)劃,政府將國(guó)內(nèi)生產(chǎn)總值(GDP)的68%左右用在了固定資產(chǎn)投資上,其中許多都是公路和鐵路等涉及政府采購(gòu)的工程。

  Mr. Wen, China's premier, has previously said that China treats foreign companies fairly in awarding contracts.

  溫家寶總理之前曾說(shuō)過(guò),中國(guó)在授予合同方面對(duì)外資企業(yè)一視同仁。

  'In government procurement, China gives equal treatment to all products produced in China by foreign-invested enterprises and Chinese-invested enterprises alike,' Mr. Wen said in a speech last year.

  溫家寶去年在講話中說(shuō),中國(guó)的政府采購(gòu)對(duì)外商投資企業(yè)和中資企業(yè)在中國(guó)生產(chǎn)的產(chǎn)品一視同仁、平等對(duì)待。

  China's Ministry of Commerce did not respond to a written request for comment on Wednesday.

  中國(guó)商務(wù)部周三未對(duì)書(shū)面置評(píng)請(qǐng)求作出回應(yīng)。
